Europe will have a record 16 teams at the 2026 World Cup. Here's who qualified, who missed out, and why Italy's latest failure is the biggest story of UEFA qualifying.

Europe sends 16 teams to the 2026 World Cup, the largest continental allocation in the tournament's history. With 48 nations competing for the first time, UEFA's quota rose from 13 at Qatar 2022 to 16, meaning more European nations than ever are heading to North America this summer. 

Which Europe teams at World Cup 2026 made it through, and who missed out? Here is the full picture of the UEFA World Cup 2026 qualifiers, who fell short, and what the continent's chances look like.

The full list of UEFA teams at World Cup 2026

The 12 direct qualifiers, all group winners, are:

  • Austria

  • Belgium

  • Croatia

  • England

  • France

  • Germany

  • Netherlands

  • Norway

  • Portugal

  • Scotland

  • Spain

  • Switzerland.

The four play-off qualifiers are: 

  • Bosnia-Herzegovina (Path A, beat Italy on penalties in the final)

  • Sweden (Path B, beat Poland)

  • Türkiye (Path C, beat Kosovo)

  • Czechia (Path D, beat Denmark)

That gives Europe the following 16 nations at the tournament: Austria, Belgium, Bosnia-Herzegovina, Croatia, Czechia, England, France, Germany, Netherlands, Norway, Portugal, Scotland, Spain, Sweden, Switzerland and Türkiye.

Which European nations missed out?

Italy are the headline absentee, missing a third consecutive World Cup after losing to Bosnia-Herzegovina on penalties in the Path A final. It’s an unprecedented collapse for a four-time world champion. 

Denmark were eliminated by Czechia in the Path D final. Wales fell in the Path A semi-finals to Bosnia-Herzegovina. Poland lost the Path B final to Sweden. Ukraine were beaten by Sweden in the semi-finals. Albania, Republic of Ireland, Northern Ireland, Slovakia, Kosovo and Romania all went out in the semi-final round too. 

Russia remain suspended from all FIFA and UEFA competition following the invasion of Ukraine and did not participate in qualifying.

Italy's absence: the biggest story in UEFA qualifying

Italy's third consecutive play-off exit is something the tournament has never seen before from a former champion. They missed 2018 after losing to Sweden, 2022 after losing to North Macedonia, and now 2026 after losing to Bosnia-Herzegovina on penalties in Zenica. Four-time winners, absent for three tournaments in a row.

The depth of the crisis is rooted pretty deep. Italy's domestic league has declined in quality relative to other major European leagues, reducing the pipeline of elite players. The federation has changed coaches repeatedly without addressing the underlying problems. Gennaro Gattuso, who replaced Luciano Spalletti mid-campaign, resigned after the defeat that kept them out of World Cup contention. 

How does the UEFA play-off work?

In UEFA qualifying, there’s 16 teams, 12 group runners-up plus four Nations League qualifiers, all split into four paths of four. 

Two single-leg semi-finals on 26 March led to a single-leg final on 31 March. Win twice and you’re at the World Cup. The higher-ranked teams hosted the semi-finals and the final venues were decided by separate draw. Bosnia-Herzegovina hosted the Path A final and beat Italy.

Which European team is favoured to win the 2026 World Cup?

Spain and France are the co-favourites among European nations, with most bookmakers pricing them similarly around the 9/2 to 5/1 range. England are third, the closest they have been to genuine tournament favourites since their 1966 win. Germany, Portugal and the Netherlands form the next tier.

Spain are the reigning European champions and have a squad built around Lamine Yamal and Rodri. France have reached the last two World Cup finals and have Kylian Mbappé heading into what should be his prime, in-form tournament.

Europe's track record at recent World Cups

European nations won four consecutive World Cups from 2006 to 2018: Italy, Spain, Germany and France in succession, the longest winning run by any continent. Argentina ended that streak in 2022 in Qatar.

Of the last six World Cup finals, five have involved at least one European nation. Europe's strength in depth, tactical sophistication and the quality of its domestic leagues make the continent the dominant force in the tournament. Sixteen teams in 2026 give Europe its best-ever chance of placing multiple nations deep into the knockout rounds simultaneously.
